Notice is hereby given by The Town of View Royal (the “Town”) of its intent to extend the contract to Lifecycles Project Society for the care, maintenance and community programming for the
Town’s Welland Legacy Park and Community Orchard (“Welland Orchard”), located at 1215 Stancil Lane.
Welland Orchard is the legacy of Rex Welland, who put the orchard into a land trust to make into a park under the stewardship of the Town to be used as a community resource. The Land
Conservancy of British Columbia (“TLC”) has been designated to hold a conservation covenant over the Lands to recognize the long term public interest in the preservation of the Lands in as
natural a state as possible and maintaining the ecological integrity of the Lands.
Lifecycles Project Society have been the contracted stewards of the orchard for over 10 years, developing and maintaining Welland Park for public use and education, providing the maintenance,
care and upkeep of all aspects of the parks space.
The Scope of Work includes but is not limited to:
• Maintenance, care and upkeep of all aspects of the parks space including the number of historic fruit trees in the park (pruning, harvesting, disease and pest management, approximately 200
fruit trees and vines including rare varieties of apple, quince and others);
• Maintenance, care and upkeep of the site infrastructure (tool shed and composting toilet, tree fencing and planting boxes, irrigation maintenance);
• Hold educational and outreach events and charge a fee, which would be discounted for Town residents, of which such fees and events to be approved by the Town;
• Worksafe BC compliant and providing full liability insurance.
The program has an estimated annual value of $23,500 per year (CPI adjusted per year, excluding applicable taxes), as a three year program.
The Town has made the decision to extend the contract to Lifecycles Project Society because:
• Past expressions of interest resulted in only Lifecycles Project Society submitting proposals. The Town since believes that no other societies are qualified or interested to perform these
services;
• The direct award aligns with the Town’s Purchasing Policy for sustainable procurement to benefit the community and society, including considerations of environmental, ethical and
corporate social responsibility/value.
Interested parties wishing to challenge or object to this decision must submit in writing reasons for the challenge or objection by 3PM (PST) on or before December 11, 2025 to Ivan Leung,
Director of Engineering by email detailing specific reasons for their objections. The Town reserves the right to disregard any Challenge to the Notice of Intent received after the closing date
and time.
A vendor’s ability to demonstrate strong experience operating comparable community orchards, park infrastructure, and the experience and ability to provide strong educational programming and
events, will be the key criteria considered in an objection. If justified, then the interested vendor(s) will be inform
