Detailed Description
The Ministry is seeking information on service providers that provide GPS monitoring service for adult offenders/accused, and service providers that can process payments, including (but not
limited to) understanding current business practices, and costs associated with providing these services.
In particular, and as described in the Survey Document (Form 2), 1.2.1 Target Participants are vendors in Canada who:
1) Provide Global Positioning Systems (GPS) devices (bracelets) to safely monitor adult offenders/accused based on the conditions of their release order in the community, and/or
2) Can collect payments from GPS wearers (at various locations across Ontario, including remote and/or rural areas), process those payments (including sending invoices to wearers and remittance
to the Ministry of The Solicitor General (SOLGEN), and undertake any collections that may be required for non-payment, or refusal of payment. As described in more detail below in section 1.2.1,
with the aim of bringing market perspectives to its early thinking for potentially developing the Ministry’s intake process for GPS monitoring payments.
Scope of Work
The Exercise is for:
• Participants to obtain background information on GPS monitoring and allow participants to present information on their own GPS monitoring systems to monitor adult offenders/accused, as well
as their business operation on payment intake, processing, and collections.
• Participants to gain an understanding of the requirements of the Ministry.
• Create an opportunity for dialogue between the government and GPS Monitoring Vendors and/or Payment and Collection Service Providers through early engagement to help inform the Ministry’s
future requirements.
• Refining the Ministry’s requirements and confirm GPS Monitoring Vendors and/or Payment and Collection Service Providers interest in addressing the requirements.
