This Request for Proposal (RFP) by ABmunis is seeking respondents who are able to: • Collaborate with Infrastructure Asset Management Alberta (IAMA) to develop an updated Asset Management
Handbook for the Province of Alberta, including research, drafting, up to three revisions and integration of subject matter expertise. • Prepare the handbook for public release and ensure it
meets any standards set out by IAMA. • Develop content for the handbook which supports municipalities in advancing their asset management maturity, including practical frameworks, templates
and best practices tailored for Alberta’s context.
The handbook will be a guide for consistency, common language, and a resource for municipalities of all sizes in order to mature in asset management throughout the province. This handbook
should also enable consistency in reporting and performance measurement to ensure that municipalities are able to apply and report on grant applications, or other governing body reporting
criteria.
The handbook should reference asset management maturity: low, medium, and high maturity to ensure that all municipalities across Alberta can see themselves in the handbook journey towards
continuous Asset Management. The update of the handbook update will also incorporate the asset management survey that the Province of Alberta conducts annually across the province.
Related criteria should also consider both qualitative and quantitative measures and ensure there is a lens applied to economic, social, and political impacts towards asset management decision
making. Lastly, risk factors surrounding the environment and climate adaptation should also be incorporated into the decision-making criteria (investment framework) surrounding asset
management.
