British Columbia Hydro and Power Authority (“BC Hydro”) intends to run a vehicle-to-home (V2H) pilot in British Columbia, Canada and requires a telematics-based solution that will enable
light duty electric vehicles to provide backup power to homes during outages and support load displacement during demand response events.
The solution will:
• Allow BC Hydro to directly affect the charging and discharging of the vehicle batteries when connected to the EV (electric vehicle) charger installed at the home.
• Provide direct OEM integrations for telematics and bi-directional load control.
• Provide OEM-led marketing and enrollment capabilities to identify and target all eligible ‘Vehicle-to-Everything’ capable EVs in British Columbia.
• Provide a software platform to:
o Translate demand response event commands from DERMS (Uplight Distributed Energy Resource Management System) platform and dispatch emails from BC Hydro.
o Schedule and dispatch vehicles for Bulk System Demand Response and Locational Demand Response.
o Measure and report on the event performance by vehicle, site, and region.
• Coordinate with vehicle manufacturers and EVSE (Canadian certified electric vehicle supply equipment) manufacturers to provide excellent customer experience.
• Provide a strategy for pilot participants to order and schedule the installation of the EVSE.
Notice is hereby given by BC Hydro and Power Authority of its intent to direct award a contract to ChargeScape to supply the above-noted service. BC Hydro expects to conduct a V2H pilot in
British Columbia. Upon successful completion of the pilot, BC Hydro may enter into a long term agreement with ChargeScape to deliver the solution
