Description

The City of Kelowna is seeking proposals for the development of a community engaged learning and improvement framework to guide the implementation of a local Coordinated Access system and the use of the Homeless Individuals and Families Information System (HIFIS) across the homeless serving sector in Kelowna. This project is part of a sub-contract with the Central Okanagan Foundation (COF) in their role as the Community Entity for the federal Reaching Home program. Reaching Home Directives detail specific outcomes of a Coordinated Access system and the use of HIFIS as a tool to monitor progress over time. This project seeks to build on the foundation of Reaching Home"s Outcomes-based Approach to understand systems change and community-level outcomes from the perspectives of those who access the homelessness system and those who work within it. It also seeks to build trust and support for participation in the Coordinated Access System and the use of HIFIS. The Learning & Improvement Framework aims to support a continuous feedback loop, allowing for monitoring and improving the Coordinated Access system over time, including ongoing efforts to increase the quality and use of HIFIS data to drive the prevention and reduction of homelessness In Kelowna.
