• The Ministry is seeking Bids for engineering services to conduct post-closure maintenance and monitoring of the closed Innisfil Landfill located at 3269 7th Line Innisfil, ON.
  
  The Contract is for an initial term of 16 months starting as early as November 2025. There are two possible one-year extensions which are at the Ministry’s sole discretion.
  
  The Objective:
  
  (a) monitoring groundwater, surface water, and landfill gas at the Site;
  
  (b) inspecting, monitoring, and maintaining the Leachate Management System, the Air Injection Well System, and the Monitoring Network; and
  
  (c) four season maintenance of roads, access routes and the grounds pertaining to the Leachate Management System, Air Injection Well System, and Monitoring Network.
  
  The Vendor shall provide all materials, services and reports as outlined in the RFB and have complete control of, and responsibility for conducting post-closure maintenance and monitoring of the closed landfill as it relates to the Deliverables.
• Scope of Work
  This procurement has three main activities:
  
  (i) conduct Site inspections, monitoring and maintenance;
  
  (ii) ensure the monitoring record is current and reflects an understanding of the extent of contaminants in groundwater and surface water; and,
  
  (iii) provide recommendations to improve the monitoring program and pollution mitigation measures at the Site.
  
  The Vendor shall provide the Deliverables listed in the RFB on or before the corresponding timelines set out in the RFB.

  • Monitoring and Maintenance of the Leachate Management System;
  
  • Monitoring Network Maintenance and Repair;
  
  • Monitoring and Maintenance of the Air Injection Well System;

  • Monitoring and Maintenance of the Leachate Management System with a Contaminant Attenuation Zone;
  
  • Air Injection Well System Assessment and revised Monitoring and Maintenance of Air Injection Well System;
  
  • First Aid;
  • Occupational Health and Safety;
  • Vendor Personnel Requirements
  • Monitoring of Vendor Performance and,
  • Service Levels and Accessing Private Property.
