Description

Requirement

The Contractor must prepare to dismantle and dispose/recycle, the vessel Capt. Earl W. Winsor in an efficient and environmentally responsible manner in accordance with Canadian Laws, regulations and referenced guidelines and approved Ship Recycling Plan. If required, the contractor must prepare the vessel for transfer and/or tow to an Approved Site.

Background

The MV Capt. Earl W Winsor was constructed in 1972 as the Prince Edward for service between Nova Scotia and Prince Edward Island. In 1998 it was purchased by the Province of Newfoundland, retrofitted and renamed the Capt. Earl W Winsor the vessel remained in service until 2016. In 2018 the vessel was sold by the province and towed to Springdale, NL. The vessel has been laid up ever since. In February 2024 an overboard discharge pipe burst and the vessel experienced extensive down flooding throughout the below deck spaces. The Canadian Coast Guard – Marine Environmental and Hazards Response program responded in February 2024 to stabilize the vessel and removed approximately 1000 M3 of contaminated water and again in December 2024 to remove the bulk oil pollutants from the vessel.

Mandatory Requirements

Proposals will be evaluated in accordance with the mandatory evaluation criteria as detailed herein. Bidders’ Proposals must clearly demonstrate that they meet all Mandatory Requirements for the proposal to be considered for further evaluation. Proposals not meeting the mandatory criteria will be excluded from further consideration.

Summary of Mandatory Criteria

M1 The bidder MUST have a minimum of sixty (60) months (5 years) experience in the Marine Salvage or Marine Commercial Industry, within the last 15 years from the date of bid closing

M2 The Bidder MUST have completed pollutant removal and dismantling operations on steel hulled vessels on two (2) separate occasions within the last 15 years from the date of bid closing.

M3 The Bidder must identify Key Personnel* that MUST have experience in each of the following areas:

1. Pollutant removal
2. Marine survey and stability assessments
3. Steel hull vessel deconstruction and recycling operations

M4 The Bidder MUST provide a response plan with its technical proposal that demonstrates how they will perform the removal of the MV Captain Earl Winsor in accordance with the Statement of Work (Annex A). The response plan must include all of the following items:

M4.1 Accessing the vessel and Bulk pollutant removal
M4.2 Dismantling and recycling the vessel
M4.3 Timeline of operations

Selection Method

The basis of selection is Mandatory Technical Criteria – Lowest Evaluated Price.
