Metrolinx is issuing this Request to be Prequalified to establish a prequalified list of Proponents (the “Prequalified List”) with the necessary experience, qualifications and resources to perform work for Built Heritage and Cultural Heritage Landscape Services (Project).

The establishment of the Prequalified List marks the end of “Stage 1” of the procurement process for the Project. Metrolinx then intends to issue subsequent procurement processes to Proponents on the Prequalified List (each process a “Stage 2” procurement process) to select specific Proponent(s) to enter into negotiations, if applicable, toward Stage 2 contracts for the performance of specific portions of work on the Project. The Scope of Work for the Project is described at Appendix “B” – Scope of Work.

The evaluation process in this Stage 1, Request to be Prequalified, will be divided into 3 sequential component phases, as follows: Phase One: Mandatory Requirements (Pass/Fail); Phase Two: Vendor Performance Rating (5% weighting); and Phase Three: Rated Criteria (95% weighting).

Only up to the five (5) Proponents with the highest total scores in the evaluation will be invited to the Prequalified List, and thereby eligible to compete in any Stage 2 procurement process.
The Prequalified List will remain valid until three (3) years less one day beginning on the date that Metrolinx notifies successful Proponents that they have been included on the Prequalified List (the “Validity Period”).

Metrolinx intends to use the Prequalified List on an as-needed basis to address unforeseen heritage resources requirements that may arise on infrastructure projects.

The Prequalified List will allow Metrolinx’s Capital Project Group (CPG), through the Environmental Programs & Assessment (EPA) delivery group, to utilize services for various purposes including infrastructure planning, prior to the design stage. Various built heritage and cultural heritage landscape resource services (“Built Heritage and Cultural Heritage Landscape Services”) may be required in order to identify, evaluate and mitigate potential liability or risk to Metrolinx with respect to heritage issues. This helps to prevent potential delays associated with lengthy studies and/or assessments, especially where mitigation is required.

The Built Heritage and Cultural Heritage Landscape Services are also used for operational requirements and due diligence on properties (i.e. prior to purchase, or permission to enter) and to ensure Metrolinx compliance with the Ontario Heritage Act Standards and Guidelines for Conservation of Provincial Heritage Properties. The deliverables will be used for more proactive contributions to an inventory of Cultural Heritage assets and related guidance documents in preparation for future work. The Work completed under this service will support de-risking projects from regulatory, schedule and cost perspectives.
