The City of Calgary is seeking the services of up to two (2) multi-disciplinary consulting firms to undertake the Water Long Range Plan (WLRP) update. The WLRP will support proactive investment
in water infrastructure and ensure sustainable, reliable service delivery for Calgary’s growing population.
The 2026 update will consolidate and synthesize findings from existing technical studies to establish guiding principles, strategic recommendations, and a clear rationale for future
infrastructure investments.
This assignment includes three (3) related scopes of work grouped into two award categories:
Category A - Core Scope: Water Long Range Plan (WLRP) Update
Update the WLRP by gathering, reviewing, and synthesizing existing technical reports and other background materials into a decision-ready summary report that identifies system challenges,
servicing priorities, and recommended infrastructure strategies. Review The City’s planning criteria and update as required. The City requires the Consultant to conduct an industry scan on
current practices and methodologies for water demand projections that account for climate change impacts, and to develop litres per capita per day (LPCD) values for Maximum Day Demand (MDD) and
Average Day Demand (ADD) to support future infrastructure planning.
Category B – Hydraulic Modeling (Secondary Scopes)
1. Secondary Scope Task 01: Hydraulic Model Calibration: Review and calibrate the City"s hydraulic model for Maximum Day Demand (MDD), Average Day Demand (ADD) and Extended Period Simulation
(EPS) scenarios.
2. Secondary Scope Task 02: Hydraulic Analysis for the WLRP: Apply the calibrated model to evaluate future servicing scenarios and infrastructure needs that inform the WLRP recommendations.
Hydraulic Analysis work may commence only after The City has accepted the Model Calibration deliverables.
