Metrolinx is accepting Submissions for the provision of “Engineering Services for M.8.50 and M.8.80 Bala Bridge Replacements”.

Metrolinx is a Crown agency of the Government of Ontario under the Metrolinx Act, 2006, reporting to the Ministry of Transportation. It was created to improve the coordination and integration of all modes of transportation in the Greater Toronto and Hamilton Area (GTHA). The Metrolinx mandate includes delivering the best possible transportation services today while leading the way to an even better, more convenient service tomorrow; making the best possible use of public transportation investment dollars; and measurably improving the quality of life in the region.

The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents. The requirements are more particularly described in Scope of Work of this Request Document.

ELECTRONIC BID SUBMISSION will be accepted until 3:00 p.m. on November 12, 2025.
Proponents are requested to register by October 27, 2025 for Mandatory Site Meeting to be held on October 29, 2025

Your Submission for this opportunity must be sent to Metrolinx through the use of Metrolinx MERX EBS. Bidders shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Bidders.

Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:

• Minimum of ten (10) years of experience in the area of inspection, design and construction project management of Class 1 railway bridges with reference to Metrolinx, CN and AREMA standards;
• Minimum of ten (10) years of experience adhering to applicable railway bridge and structure standards and guidelines, and development of railway bridge design and construction specifications;
• Minimum of ten (10) years of experience with design of new railway bridges and rehabilitation of existing railway bridges;
• Minimum of ten (10) years of experience with railway bridge and structures construction supervision and contract administration;
• Minimum of ten (10) years of demonstrated experience with the supervision of construction rehabilitation/ replacement of railway bridge projects which continue to operate during construction;
• Minimum of ten (10) years of demonstrated experience in technical inspection services in disciplines including, but not limited to:
• - Civil and Structural (above and in-water inspections);
  - Detailed Structural Inspections;
  - Earthworks and Grading;
  - Environmental compliance; and
  - Track and signals.
  Metrolinx reserves the right to reject any or all Submissions at its sole discretion.

Directions:
From the Northbound DVP, take Eglinton Ave exit and turn right (east) onto Eglinton Ave East, take the ramp to Wynford Drive and head north on Wynford Drive. Turn Right onto the second Wynford Heights Crescent and park in the Tim Horton’s Parking Lot. The entrance to the East Don Trail is on the north side of Wynford Heights Crescent.
From Southbound DVP, take Wynford Drive exit and turn left onto Wynford Drive. Travel east to the Tim Horton’s Parking Lot at Wynford Drive and Wynford Heights Crescent. The entrance to the East Don Trail is on the north side of Wynford Heights Crescent.

Instructions:
Meet at the entrance to the East Don Trail north of 150 Wynford Heights Drive.
