Description

PacifiCan requires the services of a Contractor with expertise in labour market analysis and economic modeling, as well as best practices in labour force development, skills development, and workforce retention strategies. The Contractor will write a report analyzing the current and future labour and skill requirements in Northwest B.C., with reference to proposed major projects.

The local labour force in Northwest B.C. is limited and often does not possess the skills needed to maximize opportunities related to major projects, including accessing related well-paying jobs. Skilling, reskilling and transitioning labour between projects could be necessary given the number and complexity of the major projects proposed for the region. For example, recently completed major projects (e.g., Site C, LNG Canada Phase 1) could help to supply labour for new major projects. Depending on stages of work related to major projects, there could be opportunities for some skilled labour to transition between projects over time in the region.

Competition for skilled labour in remote communities across the province and country could be a risk for major project advancement. Simultaneous development of multiple projects could result in increased direct and indirect short-term employment opportunities, which could be filled by local or temporary workers. An influx of workers from outside the community could worsen affordability for local residents (e.g. housing costs). Major project success must also consider Indigenous economic development, including employment opportunities and benefit agreements. The region has a higher proportion of Indigenous residents than the rest of B.C. For example, in Prince Rupert and Terrace, the proportion of the population that identifies as Indigenous is 40.5% and 25.3%, respectively, compared to 5.9% for B.C.

This study will help major project proponents (private and public sector) and communities better understand the skills requirements and opportunities for stable employment of workers, as well as the potential actions that could strengthen their labour market outcomes. PacifiCan may share the findings with external stakeholders.

The focus will be on Northwest B.C. and major project development. The Contractor will include the major projects referenced in the Background, with the final list to be confirmed with PacifiCan before finalizing the work plan.

The Contractor must conduct analyses using both quantitative and qualitative data and methods. The work should include economic modeling and/or the use or development of tools to inform scenario analysis. The Contractor must conduct outreach with relevant stakeholders and industry experts in the Northwest and in B.C., which may include, but is not limited to, industry associations, major project proponents, economic trusts, academic institutions, Indigenous organizations, and municipalities. The Contractor may use case studies of previous major projects in the region and beyond to inform the analysis.
