The Oil Sands Monitoring (OSM) Program is a joint initiative between the governments of Canada and Alberta, established to provide comprehensive environmental monitoring of the oil sands regions in Alberta by assessing and understanding the long-term cumulative effects of oil sands development on the environment. Participants in the governance structure include representatives from federal and provincial governments, Indigenous communities, environmental agencies, and industry. The program aims to ensure responsible development and support environmental protection and enhancement. The governance structure of the OSM Program is designed to ensure comprehensive oversight and participation from multiple stakeholders. The governance framework comprises three caucuses (industry, government and Indigenous) who provide representation to three layers of committees. The governance approach emphasizes collaboration, transparency, and accountability, with members expected to actively participate and engage in consensus decision-making processes. The OSM Program requires expert facilitation services to support the OSM Program governance work planning meetings and governance workshops.
