Description

The City of Salmon Arm is inviting proposals from qualified consulting firms to complete detailed design services for the Canoe Storm Sewer Upgrades (Project EX3A), identified in the 2020 Stormwater Master Plan. The project extends from the Canoe Detention Pond to the Shuswap Lake outfall and will address critical capacity deficiencies in the trunk storm sewer system that were first identified in the 2007 Master Drainage Plan.

The Master Plan recommends the following upgrades:

• Upgrade from 525 mm to 900 mm diameter pipe from the Canoe Detention Pond to 71 Avenue NE.
• Upgrade from 600 mm to 1200 mm diameter pipe along 48 Street NE from 71 Avenue to the west end of 73 Avenue.
• Upgrade from 900 mm to 1350 mm diameter pipe from the west end of 73 Avenue to Canoe Beach Drive NE and along Canoe Beach Drive NE to 50 Street NE.
• Upgrade from 900 mm to 1500 mm diameter from 50 Street NE to the outfall north of 75 Avenue NE.
• 
  These improvements are required to provide adequate conveyance between the Canoe Detention Pond and Shuswap Lake, mitigate surcharging and flooding risk, and improve long-term system resilience. The estimated construction cost of the project is $2.9 million (2019 dollars).
  
  The proponent will be responsible for survey, detailed hydraulic modelling, preliminary and detailed design drawings, Class ‘B’ cost estimates, and a phasing/constructability assessment. The final deliverables will provide the City with a shovel-ready design package that can be advanced to tendering and construction in future capital programs.
  
  The City is issuing a companion RFP for the Canoe drainage program: 2025-24A Canoe Overland Drainage Design (BCBID Opportunity ID 220548). Proponents may submit to one or both procurements. The successful Proponent(s) may be required to coordinate between projects
