Metrolinx is accepting Submissions for building code services on an as needed basis.

Metrolinx’s Third Party and Agreements (TPA) department within the Capital Projects Group (CPG) provides subject matter expertise on third party agreements and approvals, ensuring a consistent approach across Metrolinx projects. Within TPA, the Permits, Licences, and Approvals (PLA) team directly supports project delivery teams in managing permits and approvals processes to ensure timely delivery of approvals to enable construction and mitigate risks across the project lifecycle. PLA requires professional services to support projects when compliance to the Ontario Building Code is required to be demonstrated to meet project obligations. PLA requires a list of prequalified code consultants to fulfill the role typically performed by a municipal building department including: the review of project designs/plans, and building permit applications, and the issuance of building permissions (e.g. notice of code conformance), and conduct site inspections to ensure compliance with the Ontario Building Code.

The objective of this Request to Qualify and Quote (RQQ) is to solicit proposals from Proponents to establish a list of prequalified code consultants for the provision of code services on emergent basis over a one-year term with four additional option years which will be exercisable at Metrolinx’s sole discretion. The requirements are more particularly described in Scope of Work of this Request Document.

Your Submission for this opportunity must be sent to Metrolinx through the use of MetrolinxMERX EBS. Bidders shall be solely responsible for the delivery of their Submission using Metrolinx MERX EBS by the Closing, in accordance with the Instructions to Proponents.
Only Proponents who possess the following experience and qualifications will be considered for award of this Contract:

I) Ten (10) years of experience in project management of the review, analysis and application of the requirements of the Ontario Building Code (OBC) and other applicable building and fire codes.

II) Ten (10) years of experience with building inspection for compliance with design and OBC requirements.

III) Five (5) years of experience in project management of the review, analysis and application of the requirements of the Ontario Building Code (OBC) and other applicable building and fire codes for subways, rapid transit and heavy rail.

Metrolinx reserves the right to reject any or all Submissions at its sole discretion.
