Description
RFB to design, develop, test, migrate data, provide user training, and provide support for a new provincial, cloud-based digital solution until all the releases are rolled out in a phased
manner for the Child Care and Early Years IT Modernization initiative (“CCEY”)
Scope of Work
The CCEY initiative is designed to improve child care and early years service experiences across Ontario by developing a cloud-native provincial digital solution comprised of a comprehensive
suite of web portals with features tailored to these user groups, such as:
• For parents: features to create a secure family profile and provide voluntary socio-demographic data; use filters to search for licensed child care and early years (EarlyON) programs;
apply for licensed child care (i.e., join waitlists); pre-register for early years (EarlyON) programs; access fee subsidy estimators; securely apply to SSMs for fee subsidies; and manage
their applications.
• For operators: features to create/update program profiles to be displayed on the parent portal; schedule child care site tours; receive automated applications from families, manage
waitlists and enroll children; manage EarlyON site information, pre-registrations and program calendars; apply for funding and enter into contracts with SSMs; fulfill reporting requirements
for SSMs and the ministry (e.g., attendance reporting, financial reporting, programmatic reporting), and access data analytics such as dashboards and reports.
• For SSMs: features to receive fee subsidy applications and determine eligibility; manage child care fee subsidy waitlists, agreements and active files; enter into contracts with
operators; manage contracts with operators ; integrate with SSM local IT systems, and access data analytics such as dashboards and reports.
• For provincial staff users: functions to search and view information contained in the parent, SSM and operator portals; data analytics to support provincial oversight and planning, trend
analysis, evaluation, evidence-based decision making, and federal reporting.
The IT modernization project will span over four (4) fiscal years from FY 2026-27 to FY 2029-30. There will be four (4) major releases , each release to be rolled out in a phased manner
instead of a big bang.
