Notice is hereby given by Community Living British Columbia (CLBC), of its intent to enter into a contract with Euna Solutions Inc. dba “Bonfire” to provide the following Procurement
Software tool to automate CLBC’s procurement workflow. This includes the following:
1. Automation of CLBC’s sourcing process, including ability for vendors to electronically submit and exchange proposals with CLBC in a secure manner;
2. Automation of CLBC’s procurement evaluation process, including capturing and calibrating evaluation inputs and providing data analytics on same.
3. Ability to electronically maintain CLBC’s prequalification information regarding vendors, and generate exports/reports based on that data
4. Ability for CLBC’s Procurement staff to draft Solicitation documents in a streamlined and automated manner, and have evaluators score said proposals.
The total value of the contract to supply the above procurement software is expected not to exceed a total contract value of $ 60,000.00 for the initial term. The contract will be awarded for
one (1) year effective, October 14, 2025 with an option to extend for an indefinite number of years for so long as CLBC requires the above-referenced services and exercises the discretion to
continue to negotiate and renew contracts with Bonfire.
CLBC has chosen not to tender the above contract for the following reason(s):
1. Bonfire is a company with a Canadian presence that can store CLBC data in Canada in accordance with Canadian legislation.
2. Bonfire is the only company identified that can provide services that meet CLBC’s procurement needs, including the availability of a RFx library that complies with requirements for CLBC as
a British Columbia public sector buyer and that provides services to support CLBC’s evaluation of competitive procurement, that assists in supporting consensus meetings and proponent
rankings, and produces data analytics to support and enable continual process improvements for same.
3. Bonfire has a proven track record of providing similar services to other BC public sector buyers, including Crown Corporations, and can be implemented within the Government network.
Vendors wishing to object to this decision should submit in writing by facsimile or email to the contact identified above on or before 14:00PM Pacific Time on October 7, 2025, detailing
specific reasons for the objection and proof of capability to deliver the required services.
A vendor’s proof of ability to provide all above noted services will be the key criterion with regard to the consideration of vendor objections. CLBC will not consider any challenges from a
vendor that does not have a Canadian presence (either as a Canadian company or a Canadian subsidiary company) and will not consider any challenges from a vendor that cannot readily store data
in Canada. CLBC will assess any challenge of the NOI process by a vendor and, at its sole discretion,
CLBC will decide to undertake a competitive process or proceed to directly negotiate and award the contract. CLBC’s decisions in this regard will be final.
