Freeman Lake PLRA is located approximately 20km west from the Town of Swan Hills, Alberta. It falls within the Golden Circle snowmobile trail network connecting Fox Creek, Whitecourt and Swan
Hills towns. Anglers, OHV, and sled enthusiasts utilize the site year-round. A third-party Facility Operator Agreement is in place for the management of the Freeman Lake PLRA Campground. Under
this agreement, the Town of Swan Hills is responsible for overseeing the site"s management, operation and maintenance, including the collection of campsite fees.
Freeman Lake Campground was initially constructed in the late 1970s, and minimal maintenance has occurred on the original build since then. Based on the Structural Condition Assessment and Site
Layout Assessment (ISL, 2022), the infrastructure at the site is beyond repair and requires replacement. Campsites are too small for modern camping units, and there are no standard picnic
tables and fire rings at each site. The existing vault toilet requires replacement. The warming shelter is in a deteriorated state and disconnected from the campsite. Additionally, on site
there is currently no watercraft hand-launch.
The Project Plan (Lands North, 2025), a capital infrastructure planning document, outlines regulatory approval processes and detailed design requirements. It also establishes general objectives
related to the various site features identified for improvement within the project area.
Following the processes outlined in this RFP; the successful Proponent will work with the Province to investigate and formalize opportunities identified in the Project Plan to implement and
achieve the end result desired by the Province.
