BC Cancer Foundation (BCCF) Office Renovation Project

Provincial Health Services Authority (PHSA) intends to award a CCDC14 Design-Build Stipulated Price Contract for the BC Cancer Foundation (BCCF) Office Renovation Project located at 686 W
Broadway, Vancouver, BC, V5Z 1G1. The Design Builder (DB) and the estimated value of the work will be:
Aura Office Environments Inc. (Aura) at 1570 – 609 Granville Street, Vancouver, B.C., V7Y 1A1
$2,024,397 plus GST
This contract is proposed as a direct award under Article 513.1(d) of the New West Partnership Trade Agreement (NWPTA), which permits sole sourcing where there is
an absence of competition for technical reasons.
• Background and Rationale: Aura has been the Design Consultant for this project since 2024. They completed the construction drawings, developed budgetary estimates, and obtained all
necessary permits. As the design author, Aura has an in-depth understanding of the project"s technical requirements, risks, and constraints. PHSA believes that continuing with Aura will
ensure project continuity and avoid unnecessary delays or disruptions. Engaging a new contractor would require significant onboarding time, duplicating work already completed and increasing
the risk of missing critical schedule milestones.
• Project Schedule and Operational Constraints: The construction phase is scheduled to begin in February 2026 and conclude in June 2026 (approximately 17 weeks). A three-week closing phase
will follow, with the facility required to be move in ready before the end of July 2026. During construction, BCCF staff will be relocated to leased swing space. Delays in completion would
result in extended leasing costs and potential operational disruption, making schedule adherence essential.
• Site Familiarity and Risk Management: Aura has established working relationships with the building landlord, tenants, property management, and BCCF staff. They are familiar with the
logistics of operating within a multi-tenanted facility and have experience coordinating around shared infrastructure. They also understand specific project requirements such as hazardous
materials remediation and PHSA aligned IT infrastructure. Their knowledge of internal PHSA workflows positions them to manage project execution without delays due to administrative
onboarding.
• Insurance and Contractual Readiness: Aura carries $10M Comprehensive General Liability (CGL) insurance and a 50/50 performance and labour / material bond.
Based on their prior engagement, technical familiarity and ability to meet the aggressive project schedule, PHSA intends to proceed with Aura to continue the project into construction and
completion. With this, PHSA can retain project knowledge and site experience and prioritize efficient delivery of the project with completion date of July 2026.
Vendors who wish to challenge this decision must submit a written objection by September 15th at 15:00 local time. The submission must clearly demonstrate the ability to meet the technical
and administrative requirements of the project, mobilize by February 01, 2026, complete the work within the specified budget and timeline, and show equivalent familiarity with the site and
stakeholders
