Notice is hereby given that Provincial Health Services Authority (“PHSA”) (the “Health Authority”), on behalf of Providence Health Care intends to directly award a Contract to the following supplier to provide support and maintenance of patient survey system for Health Authority with an estimated value of $1,296,000 CAD for up to an additional 6 (six) years.

In accordance with applicable trade agreements, PHSA has chosen not to proceed with a competitive process for the following reason:

• the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
• (a) to ensure compatibility with existing products/systems.
  Rational:
  
  The vendor’s Software-as-a-Service solution is deployed with two PHC-commissioned custom application programming interfaces (APIs) that provide (a) a way to seamlessly integrate real-time interactive graphs of the patient’s responses into the patient’s chart when that is viewed in the hospital’s electronic medical record system (Cerner Millennium), and (b) data flow of these same patient responses into the PHC data lake for downstream operational and quality assurance analytics. This integration crosses three different cloud hosting environments and involved ensuring secure and reliably accurate data exchange throughout. This custom integration work and attendant extensive testing would need to be replicated in the event of a vendor switch.
  
  Vendors who wish to challenge this decision should submit a detailed written objection to the attention of Aadel Aalinezhad by email before 2:00pm Pacific Time, July 28th, 2025. PHSA will review any and all issues received by this date and provide due consideration to each objection.
