The Province requires a full-service Contractor to develop and maintain the front- and back-end web technologies underpinning the alis.alberta.ca (alis) information service. These primarily include the Umbraco open-source content management system (CMS), Microsoft"s .NET platform, and SQL databases. Alis supports all Albertans (and prospective Albertans) throughout their lifelong career journeys. As a leading resource for career, learning, and employment information in Alberta, alis helps Albertans make informed decisions, take appropriate action within their careers and succeed in the labour market. Alis is a public-facing resource that can be used both on a self-directed basis and through the support of a career advisor. Over five decades, alis has evolved from a phonebook-style catalog of Alberta occupations and post-secondary programs, to magazine-style publications, to a CD-based database, to a series of interconnected websites and PDFs. Today, alis is a unified, media-rich website with a modern, mobile-friendly responsive design that is optimized for search engines, content delivery, data visualization, and user experience. The website is operated on a continuous improvement model with ongoing investment in new technology, data, and content. Alis is one of the Government of Alberta’s most popular and heavily used websites. In the 2023-24 fiscal year, it received 5 million web visits and 15.9 million pageviews. Over half of those visits and pageviews came from within Alberta and over 60% of alis visits arrived via organic search. Alis currently contains three main categories of information: Career advice articles aligned to the four stages of career development (career planning, post-secondary exploration, work search, and achieving success in the workplace), as well as professional development content for career advisors. Alberta labour market information including details about Alberta occupations, post-secondary pathways, and live job postings. Interactive career planning tools including personalized career recommendations and a variety of interactive worksheets to help people explore different aspects of the career development process. The alis team consists primarily of project managers (“Integrators”) and product managers (“Strategists”). Team members are knowledgeable about web technology, user experience, search engine optimization, analytics, labour market information, content development, career development, and the alis business. In relation to this Contract, the alis team will focus on the identification, definition, scoping, prioritization, and User Acceptance Testing required for application maintenance and development services.
