Urinalysis Sample Collection Services
This requirement is for: The Correctional Service of Canada, Corner Brook and Stephenville areas of Newfoundland and Labrador.
Trade agreement: This procurement is not subject to any trade agreement.
Tendering procedures: All interested suppliers may submit a bid.
Competitive Procurement Strategy: lowest priced compliant bid.
Set-aside under the Procurement Strategy for Indigenous Business: This procurement is not subject to any set-asides for Indigenous Suppliers.

Nature of Requirements:
The following is a summary of the statement of work for this requirement.
The Correctional Service Canada (CSC) has a requirement for urinalysis sample collection services, on an as and when requested basis for male and female offenders released on community
supervision. Collection of urine samples for testing is authorized by the Correctional and Conditional Release Act (CCRA).
Objectives: To ensure offenders with imposed Parole Board of Canada special conditions with restrictions on consuming alcohol and drugs can be monitored through this tool when authorized by
CSC.
Deliverables:
a) The Contractor must complete the CSC online Urinalysis Collector Training Program at the Contractor’s expense prior to commencing services.
b) The Contractor must ensure that the collection of urine samples is collected within the required time frame provided with each referral.
c) The Contractor must provide the protective gloves it requires for the urinalysis sample collections.
d) The Contractor must collect urinalysis samples from offenders (male and female), on a referral basis, for the analysis of substance usage.
e) The Contractor must prepare the samples in accordance with the testing and shipping standards.
f) The Contractor must attend court hearings, meetings with auditors and CSC managers when requested by the project authority.
g) The Contractor must complete a detailed invoice and urinalysis log sheet CSC provides on a monthly basis.
h) The Contractor must perform all work in English.
Any conditions for participation of suppliers not specified in solicitation documentation: none.

Duration of Contract and Time Frame for Delivery:
Period of the Contract: The Work is to be performed during the period of July 1, 2025 to March 31, 2026 with the option to renew for three (3) additional one-year periods.
