Description

The City of Delta has an established program of engaging the community. This program is project-driven and supported by the letstalk.delta.ca website, an EHQ platform. The City would like to grow its engagement program and is seeking to supplement the feedback gathered through the engagement platform with a regular source of representative data on public opinion. The goal is to conduct a regular community satisfaction survey and create an online community panel for ongoing polling.

Scope of Work
The City is seeking a qualified research firm to perform the following:
• Recommend methodology to conduct a representative survey of the population of Delta
o comprising the three communities of North Delta, Ladner and Tsawwassen
o may include translation and responses in Punjabi
• Prepare questions that can be benchmarked with peer communities
o may include several questions unique to the needs of Delta
• Carry out the survey and analyze the results
• Produce a report on the findings and present them to Delta Council
• Use the survey to identify participants for a representative community panel for ongoing polling
o include recommendations for management of the panel by the City of Delta
