Description

Fraser Health Authority (FH) intends to enter into an agreement with BTY Consultancy Group Inc. for E545-00 Cloverdale Urgent Primary Care Centre. The additional contract value is $83,400.00 with $50,000 completed for the maximum contract value of $133,400.00 plus tax. FH has chosen not to complete a public tendering process but negotiate the contemplated contract for the following reasons:

• BTY Consultancy Group Inc. has been providing project management service for the project since Janurary 2024.
• BTY Consultancy Group Inc. has extensive knowledge of Cloverdale Urgent Primary Care Centre, and created the documents and is currently executing the work.
• Cloverdale Urgent Primary Care Centre (UPCC) is a Ministry of Health Mandated project of high priority, BTY has showcased a remarkable performance which may be hindered by engaging a new consultant firm that will require time to adjust and perform in an seamless or equal manner.
• BTY Consultancy Group Inc. has already completed a preceding scope of work with significant relevance to ongoing activities. Including but not limited to:
o Chair weekly project meetings with project teams.
o Provide weekly updates to FM and Senior Management on the status of project timelines.
o Provide project progress reports as required by Fraser Health.
o Schedule management, review.
o Cost control
o Issues and risk control and management
o Change management
o Project progress reporting
o Prime consultant management and coordination o Interest holder management
o CM"s review of tender documentation and recommendations for award
o Site visits during precon and construction
o Progress claim reviews
o Ensure feedback from all relevant key partners (IMITS, IPS etc.) is incorporated within the design scope.
o Coordinate with the Design Team to develop design packages to enable early application of the building permit and procurement of long lead items.
o Evaluate, assess and coordinate any necessary and requested changed from the program.
o Provide project progress reports as required
o Arrange and chair a preconstruction meeting with all parties.
o Evaluate the contractor’s schedule for likelihood of achievement and where applicable identify strategies for improvement and foreseen risks. o Attend all construction site meetings with contractor.
o Provide site reviews during construction to report on progress to date and advise on any matters requiring the attention of the Contractor, Consultant or FM.
o Advise of any potential cost overruns due to unforeseen site conditions and any scheduling conflicts.
o Coordinate construction activities with FM Property Management and ensure stakeholders are informed of ongoing work and any changes to plan respecting the confirmed communications plan.
o Ensure Consultants attend all necessary site construction meetings, site inspection with contractor and undertake detailed field reviews (as required).
• BTY Consultancy Group Inc. is registered and complies with all applicable WorkSafe BC regulations.
• BTY Consultancy Group Inc. has Comprehensive Commercial General Liability insurance coverage in an amount not less than $5,000,000.00 inclusive per occurrence against bodily injury, personal injury and property damage.
• BTY Consultancy Group Inc. has Automobile Liability insurance coverage for non-owned vehicles of $1,000,000.00
• BTY Consultancy Group Inc. has Excess Liability (in Umbrella form) insurance coverage for $10,000,000.00
• BTY Consultancy Group Inc. has a Professional Liability insurance coverage for $2,000,000.00

Only challenges from qualified consultants will be reviewed.
