The successful Proponent’s search and recruitment efforts will include:
• An understanding of the project;
• Present proposed recruitment strategy, including timeline, to Committee/Council;
• Develop the detailed project timeline to meet key dates identified herein;
• Review and update CAO position description to align with best practices and comparable municipalities;
• Identify potential candidates from existing contacts and professional network in order to reach a broad range of diverse groups and/or candidates;
• Identify and utilize appropriate advertising, marketing and communications tactics to carry out extensive outreach locally, provincially and nationally;
• Recommend and provide assessment tools to support the recruitment process;
• Receive and review all resumes submitted, including initial screen of candidates, in order to short list of potential candidates for first interviews;
• Complete an initial written assessment for each short-listed candidate – SWOT;
• Develop list of sample questions, participate in the first interview, assist the interview panel in selecting candidate(s) for a second interview, and notify applicants who are not moving
forward;
• Participate in second interview and assist the panel in identifying the preferred candidate(s);
• Conduct in depth background, reference and credential checks and provide a written assessment of the same;
• Assist in negotiating the terms and conditions of employment with the preferred candidate, within the parameters discussed and established with the City;
• Detail and advise on the recruitment guarantee that will be applied to the successful candidate;
• Notify and follow up with unsuccessful candidates. In addition to the Scope of Work outlined above, Proponents may want to identify value-add items for the City’s consideration.
The successful Proponent will work directly with the outgoing and then interim CAO who is coordinating these efforts for the Selection Committee and Council. The successful Proponent will
provide presentations and updates directly to Mayor and Council.
