THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT, PARTS AND ACCESSORIES, SERVICES AND SUPPLIES.
Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.
As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this
notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation
documents.
Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services
Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.
Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should
download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.
1.0 Requirement Overview:
Environment and Climate Change Canada (ECCC) has a requirement for the supply of 5 water quality monitoring buoys that can provide continuous in-situ water quality measurements at designated
sites across the country. Water quality monitoring buoys are innovative floating devices equipped with various sensors designed to collect data on water quality parameters. They play a crucial
role in environmental compliance monitoring by providing real-time information about the health of aquatic ecosystems.
2.0 Specific Requirements:
In order to meet the requirements of the proposed project, each water quality monitoring buoys must be equipped with:
1) Sensors
a. Temperature
b. pH
c. Turbidity
d. Dissolved Oxygen
e. Conductivity
2) Wireless Data Transmission
The buoys must be able to use wireless technology to transmit data in near real time to central databases, enabling immediate access to water quality information. Four of the five buoys will
require 4G cellular telemetry and the final buoy must be equipped for satellite telemetry to enable water quality monitoring in areas outside cellular range.
3) Renewable Self-Powered Source
The buoys must be equipped with renewable self-powered alimentation source to remain operational for multiple months.
4) Waterproof
The buoys and all their components must be submersible.
5) Corrosion and weather resistant
The buoys and all their components must be made of materials resistant to extended exposure to various weather conditions.
6) GPS locator
The buoys must be connected to a satellite GPS hardware component in order to accurately locate the source of data.
3.0 Manuals
Each device must come with the original owner’s manual in English that must provide technical specifications, operational instructions, warranty details, and safety considerations.
The mandatory technical criteria are:
M1 - Each buoy must be equipped with sensors measuring the water temperature, pH, turbidity, dissolved oxygen, and conductivity.
M2 - The buoys must be able to use wireless technology to transmit data in near real time, latency of less than 6 hours from data collection to delivery, to central databases, enabling
immediate access to water quality information. Four of the five buoys will require 4G cellular telemetry and the final buoy must be equipped for satellite telemetry to enable water quality
monitoring in areas outside cellular range.
M3 - The buoys must be equipped with renewable self-powered alimentation source to remain operational for multiple months.
M4 - The buoys and all their components must be submersible.
M5 - The buoys and all their components must be made of materials resistant to extended exposure to various weather conditions.
M6 - The buoys must be connected to a satellite GPS hardware component in order to accurately locate the source of data logging.
The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada
who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
