Description
  • This Request for Information (RFI) is issued by His Majesty the King in right of Ontario as represented by the Minister of Finance (MOF), for the purposes of gathering information about the marketplace to assist in the completion of an environmental scan and the potential determination of future purchasing options or requirements.
    Through this RFI, MOF is seeking to explore and identify products and services in the marketplace to support the enhancement of its oversight of their tax compliance verification program using a comprehensive, integrated, robust, scalable, online self-service solution.
    The Ministry of Finance provides a tax compliance verification service, via the use of an online self-serve tool, to a wide array of government programs/services to verify the status of provincial tax accounts administered by the Province of Ontario and federal tax accounts administered by the Canada Revenue Agency (CRA) in real-time.
    The tool is used by business entities, known as the Tax Compliance Verification (TCV) Applicant, to validate their tax compliance status, if the business is in good standing, the solution will generate a unique and static number that is used in future government engagements where tax compliance status is an eligibility criterion required by law or government directives for certain government programs/services.
    The tool is used by government of Ontario ministries and broader public sector agencies to search the tax compliance status of companies applying for government contracts/licenses. The process will indicate if a business entity is compliant or non-compliant.
    The tool also provides back-end case management functionality allowing the Ministry of Finance to manage and support the tax compliance verification program and conduct reporting and data analytics to support data driven decision making.
  • Scope of Work
    The Ministry is looking for information about a more robust, scalable and online self-service solution, including but not limited to;

    • Capability to provide public and internal facing web-channels to provide a tailored user experience/functionalities for our user groups.
    • Workload management capability with its own interface that is integrated into the public and internal facing web-channels.
    • Capability to enable secure document upload, and extract and read data from uploaded documents.
    • Capability to enable document download.
    • Capability to preform compliance validations against (Ontario Public Service (OPS) systems (via webservice integration/interfaces) and CRA documents or data in real-time.
    • Enable reporting to support data-driven decision making.
    • Expose all data and/or specific data sets via an Application Programming Interface (API) or an alternative method to enable robust reporting and data analytics outside of the renewed Solution using various analytic tools.
    • Dashboards that provide end users with client data and profile information.
    • Robust, highly available system to support over 80,000 business accounts and is scalable to support estimated annual growth of 5%.
    • Role-based access controls, ability to manage user profiles, ability to create roles and assign users and allows administrative user to configure system data.
    • Superior user experience with easy-to-use forms, ‘less clicks’ user workflow, and strong data validation.
    • Robust web service-based system that can work in a better way with government applications and enable data exchanges for example in real-time.

    Future considerations include:
    • Exposing functionality via web services to OPS partners, exposing tax compliance verification check functionality to citizens and exposing non-sensitive data to the public via Open Data Initiatives.
    • Enable a consent process between the end user and the ministry, allowing the ministry to acquire specific end user data.
