Description
Consultant to investigate and provide a revised layout and building expansion to meet current PMM standards and operational needs. This will include but not be limited to:
Design a building extension (also referred to as a bumpout) in the front of the building to accommodate an enhanced reception and front counter service for the public, including ,current
antivault PMM standards. Consultant is required to design the bumpout layout in terms of sizing & proper connection to the existing structure.
Incorporate a public washroom and soft interview room within this new bumpout.
Consultant to make recommendations (in consultation with BGIS) on the operational reconfiguration of the remainder of the first level interior of the building (including existing front
counter space) including:
Provide space to accommodate 6 to 8 members.
Open office space (bullpen) should accommodate a minimum of 4 desks (48”x32”). 5 Desks is preferrable pending size constraints.
One private office for 2 supervisors near the bullpen. 2 work spaces in this office is preferred.
One private office space for the Sergeant. This office does not need to be in proximity of the bullpen.
One private office space to accommodate administrative employee. This office does not need to be in proximity of the bullpen.
One reception desk close to the front lobby for the administrative assistant.
Consultant shall investigate the feasibility of relocating the Fitness Room into one of the garage bays. Note, there are currently two garage bays in the building and it is mandatory to
keep at least one operational. The consultant is permitted to recommend another location for the exercise room and keep both garage bays operational.
Renovate the two main floor washrooms, combining into one barrier free gender neutral washroom. Renovate the combined mainfloor janitor room and washroom to create one barrier free gender
neutral washroom. Consultant to consider the possibility of adding a mainfloor shower and relocating the janitor room.
Consultant should incorporate the following rooms in the design of the main building. Ensure the layout and sizes meet PMM standards.
Monitor room
Breathalyzer and Fingerprint room (ideally located near a separate entrance that is not the main entry)
Washroom for detainee
Hard interview room
Equipment room
Locker room to accommodate 13 equipment lockers (24” wide x 18”deep)
Kitchenette and lunch room
Overnight exhibits room
Secure exhibits room
Area to process highly potent drugs
Business centre for photocopier, stationary storage etc.
Consultant to complete a full review of the HVAC, controls, electrical and lighting systems including age, condition and expected useful life. Options are to be provided complete with
lifecycle cost assessments as per sections 7.15 and 7.16 of this Requirements Document. In addition to status-quo, the presented options are to range from partial system upgrades as required to
complete scope of work, to full system upgrade to minimize lifecycle cost.
Balancing of the HVAC system will be required at construction completion, as well as cleaning of the ductwork. Current system includes two ducted heat pumps with secondary electric coils.
There is one 4-ton unit and 2 3-ton units.
Consultant to confirm if there will be a partial or entire building refit to “line voltage” fluorescent fixtures and the associated operational impact. Provide options to clearly
identify the different light fixtures for maintenance staff. Consultant to record pre-construction and post-construction light level readings to confirm they meet applicable standards.
The Consultant shall consider a new fire alarm and sprinkler system (no existing system in the building) as required to meet current PMM and building codes. If installed, integrated life
safety testing will be required.
Currently there are 2 electrical services (200 amp each) serving the building, Consultant is to review the feasibility of amalgamating the two services into one service.
Renovations to layout and building extension shall consider structural components of the building and ensure the modifications do not impact the structurability of the building.
Consultant to review existing building envelope and provide suggestions for increased insulation and weatherproofing as applicable.
Consultant shall provide the following:
Load calculations to meet new layout/extension.
HVAC and Halocarbon SOP in PDF and Microsoft Word (after construction to incorporate modifications)
Arc Flash Analysis and Study report in PDF and Microsoft Word (after construction to incorporate modifications)
Electrical Single Line Diagram (in PDF, CAD and framed hard copy. Please see note 4.13).
Consultant to consider and include applicable recommendations from the Sanitary Survey and Legionella Risk Assessment Report (to be provided to successful bidder). Recommendations to consider
include:
Flushing the distribution system, removing any aerators or filter attachments on faucets and properly clean or replace them as needed.
A systematic flushing of the hot water domestic system.
Maintain hot water temperature at the highest temperature allowable.
Insulate all cold water pipes to code.
Remove any dead ends from the plumbing system to avoid any potential for stagnant water in the system.
Consultant is to take into consideration and realize industry standards, and shall comply with all applicable Standards/Codes. Additionally, for the building interior upgrade at this
facility, consultant is to take into consideration all Security Requirements for compliant operations of this area to realize industry standards and the RCMP PMM.
