In 2016, the Canada Council for the arts developed and implemented two competency profiles—one for senior leaders and one for employees—which are currently still in use. The Canada Council
for the arts would like to move towards a single integrated framework for all employees. This renewed competency framework will include core competencies with definitions and behavioural
indicators with defined levels of proficiency by job families and/or functions.
The renewed competency framework will be used for talent/workforce planning, talent acquisition/recruitment, learning and development, performance management, leadership development as well as
for succession management. It will outline the behaviours that employees need to demonstrate to be effective in their roles and clearly establish how their roles relate to the Canada
Council’s goals, core values and success. As such, the renewed competency framework will need to meet these multiple uses and apply to all employees within the Canada Council for the
arts.
The Canada Council for the arts is seeking a Contractor to develop a renewed competency framework while taking into consideration the Canada Council’s strategic direction and new core values.
As mentioned above, the renewed framework will include core competencies with definitions and behavioural indicators with defined levels of proficiency by job families and/or functions.
