Subject to this NPP, The Alberta Energy Regulator (AER) intends to enter into an agreement with Deloitte LLP to conduct the Kearl Independent Review Follow Up - Phase 2. This contract will be
for 1 year (March 13, 2024 to March 12, 2025 - with the option to renew for another two, single year terms, if required).
The Board believes that Deloitte is uniquely qualified to undertake this follow up work for a number of reasons:
• Deloitte has intimate knowledge of the review findings and recommendations. It would require significant investment to bring another contractor up to the same level of understanding.
• The Board was very satisfied with the competence of the Deloitte staff, their approach to the previous work, and the outcomes generated.
• An RFQ process was previously unsuccessful in identifying a qualified candidate.
• The RFP process where Deloitte was selected produced a limited number of responses.
Given the reasons outlined above, the Board believes that Deloitte is the best qualified and most cost and time-effective choice for the Kearl Review Follow Up - Phase 2 project.
