• In December 2023, the OAGO released its report of their value-for-money (VFM) audit of TICO (link). TICO was one of the remaining delegated administrative authorities in Ontario to undergo a VFM audit. Reports for other Ontario DAA audits can be found on the OAGO’s website at the following link. TICO is now in the early stages of planning its response and action plans for the OAGO’s recommendations. Both an internal action plan and public action plan are under development. The
  internal action plan will be provided to the Ministry of Public and Business Service Delivery (Ministry) for approval in the March/April period, followed by release of a Public Action Plan in April. It is anticipated that the future follow-up process will be extensive and involve interaction with TICO’s Board of Directors (Board), Ministry/Minister’s Office, OAGO and other government offices (e.g. Internal Audit Division). The OAGO VFM audit report for TICO included 16 recommendations. Of these recommendations, 9 were specifically directed at TICO under its control. These 9 recommendations would be the primary focus of the requested services. There are 6 additional recommendations where a collaborative effort is required
  with the support of the Ministry. Many of the joint recommendations with the Ministry may include potential future regulatory changes which will take time to navigate if the government decides to move forward with some or all of them. The final recommendation #16, which is positioned as a ‘proposal’ would have the Ministry lead a review of the Travel Industry Act, 2002, Ontario Regulation 26/05 and TICO’s overall mandate. It is unclear the period in which this potential mandate review, if agreed, will be completed but it is reasonable to assume over the next two calendar years.
• Scope of Work
  In considering the release of the Auditor General’s report and the charged environment TICO operates, we are seeking proposals for the following support:
  1. Services for the period April 1, 2024 to March 31, 2025 (with potential to extend beyond this period as required).
  2. Project management and oversight over TICO’s action plans and associated reporting to stakeholders (government and public). Such oversight may include development of a detailed project plan, monitoring of project deliverables, engaging with senior management on evidence gathering and communications to various stakeholders. The focus of this engagement will be the 9 specific OAGO recommendations, although insights associated with the future integration
  of the remaining recommendations in the complete report will be beneficial.
  3. Regular interaction with management to ensure alignment of work-in-progress with the approved action plans. It is envisioned that regular touchpoints with management will occur throughout the initiative.
  4. Based on management’s planned actions, ensure deliverables align with OAGO’s
  recommendations and Board approved direction as reported to stakeholders (government and public).
  5. Quarterly reviews with the Board and/or the associated Board committee(s) regarding the ongoing status of implementation plans and flagging issues/concerns and potential alternatives, as required. Excluded from the above scope is any potential planning and preparation with respect to appearing
  before the Standing Committee on Public Accounts (SCOPA).
