The Town of Drumheller is seeking Proposals for the provision of software to assist in the identification (and location), monitoring and compliance of Short-Term Rentals within the community.
The Town is also hoping to acquire metrics on the occupancy, nightly rates, and estimated annual revenue of STRs within the community. An STR is defined as any dwelling, such as a house, room,
or secondary suite that is rented out for a period of 28 days or less. This includes any Short-Term rental advertised on sites such as Airbnb, VRBO or similar websites but does not include
campgrounds, hotels/motels, and BNBs.
The Town recently passed a new business licence bylaw that will also regulate Short-Term Rentals within the community. This Bylaw will require all persons who advertise Short-Term Rentals on a
website or through an online broker to apply for and maintain a valid business licence. This business licence must be included in all advertisements for the Short-Term Rental.
Address identification is important in order to determine the number of STRs, their impact on the community, and for the compliance of STR hosts. Ideally, the successful applicant will provide
Geographic Information System (GIS) that allows staff to visualize and identify the location, owner and address of the Short-Term Rental. Ideally, this will also include information such as the
occupancy, nightly median rate, unit type (full home rental, partial home rental) and estimated annual income. The Town would also like to include the ability to indicate whether there have
been complaints or concerns with this address in the past, if there have been prior enforcement efforts, and which STR business licence category applies to the address. For example, the Town
will issue three (3) different categories of business licence for STRs.
