Description

Notice is hereby given that BC Emergency Health Services (BCEHS) (the “Health Authority”), in partnership with Provincial Health Services Authority (PHSA), intends to directly award a Contract to the following supplier to provide fourteen (14) QinFlow Warrior Lite Blood Warmers for BCEHS at an estimated value of $118,938.40.

In accordance with applicable trade agreements, PHSA, in partnership with BC Emergency Health Services has chosen not to proceed with a competitive process for the following reason:

• the goods or services can be supplied only by the selected supplier and no alternative or substitute exists for the following reason:
• Due to an absence of competition for technical reasons.
  
  Rationale
  Other Blood Warmers available in the market are not fit for purpose in an out-of-hospital setting where rapid, high-volume blood transfusions are required. Only the QINFLOW Warrior Lite satisfies the performance characteristics required to manage warming high volume, rapid infusion of cold blood products and component therapy to adult patients in an EMS setting.
