REQUEST FOR QUOTATION (RFQ)
2024 BRUSHING PROGRAM
Submissions are to be clearly marked “2024 Brushing Program” and delivered no later than 12:00 noon on Tuesday, February 20, 2024 and addressed to:

Only hardcopy submissions will be accepted (no faxes or e-mails).
The M.D. reserves the right to reject any or all quotations and the lowest quotation(s) may not necessarily be accepted. In addition, the M.D. will not be responsible for any costs incurred by
the proponents in preparing a response.

Overview
The M.D. of Provost No. 52 has issued this Request for Quotation (RFQ) to obtain quotations from and establish a pool of interested and qualified proponents for the provision of roadside
brushing and mulching services (the “Work”) within the municipality. The M.D. of Provost reserves the right to divide the Work on the basis of any means deemed reasonable by the
municipality. Refer to “Schedule A” for the specific locations of the scope of work.
Scope of work includes, but is not necessarily limited to:
• Provision of necessary staff and equipment;
• Perform control measures for unwanted vegetation via brushing (with dozer or equivalent) or mulching from a prescribed list of rights of way or any location requested by the Agriculture
Service Board Fieldman and/or the Public Works Operations Managers;
• Disposal of cut vegetation at a site provided by the Municipality where necessary;
• Provision of signage when necessary; and
• The ability to perform the work when requested by the Agriculture Service Board Fieldman and/or the Public Works Operations Managers.
• The ability to obtain substantial completion of the work by October 1st, 2024.
Evaluation
All quotations will undergo a staff evaluation and will be weighted as follows:
Cost Estimate: 30%
Company Profile and Experience: 40%
References: 30%
Council reserves the right to accept or reject any and all proposals at its sole discretion.
Submission Requirements
Successful proposals will include the following:
1. Company profile, including equipment and staff inventories necessary to indicate an ability to complete the scope of work as specified.
2. A demonstrated ability to complete the scope of work requested in its entirety, should the proponent be selected for the entirety of the Work.
3. Not less than two references which will verify capacity, ability, quality of work and demonstrate both experience in the execution of the Work and municipal experience.
4. A definitive cost estimate, presented in whichever fashion the proponent considers adequate, reflective of their business and billing practices, and which provides acknowledgement and
recognition of the noted scope of work. Mobilization costs will be clearly noted and separated.
5. A cost per unit (per mile, etc.) for the removal of unwanted vegetation, with the inclusion of staff and equipment costs.
In order to be considered eligible to submit a proposal, all prospective proponents MUST conduct a site inspection of all proposed projects in coordination M.D. staff prior to the submission of
a proposal. Once site inspections are complete, proponents are to schedule a meeting with the contact noted below, to discuss questions and concerns. The M.D. accepts no responsibility for
accommodation of proponents’ proposed scheduling, and accepts no liability for consequences arising from same.

Please Note: Faxed or emailed submissions will not be accepted.
Proposals will be accepted until 12:00 NOON on Tuesday, February 20, 2024 and considered by the Council of the M.D. of Provost No. 52 on Thursday, February 22, 2024 during the course of its
regular meeting. Proposals received after the deadline will be rejected, and will be returned unopened to the proponent(s).
