Notice is hereby given that Capital Regional District (the “CRD”), intends to directly award a Contract to the following supplier to provide Polymer Polyfloc AE1702 for the McLoughlin Point Wastewater Treatment Plant (MPWWTP) for a term of up to two (2) years or until current testing outperforms the existing product to optimize plant performance. Until testing and product performance is satisfactorily complete, the estimated value is unknown as this is a proprietary flocculant and amounts are based on use and cannot be quantified. Prior annual spend was approximately $368,550.00.

In accordance with applicable trade agreements, CRD has chosen not to proceed with a competitive process for the following reason:

• the goods or services can be supplied only by the selected supplier and no alternative or
• substitute exists for the following reason:
  
  (a) to ensure compatibility with existing products/systems
  (b) due to an absence of competition for technical reasons
  
  Vendors who wish to challenge this decision should submit a detailed written objection for the attention of Shari McCreesh by email before 2:00pm Pacific Time, December 27, 2023 CRD will review any and all issues received by this date and provide due consideration to each objection.
