The objective of the Request for Proposal (RFP) is to select a consultant to provide consulting services for all or part of the Project components and will include all work. required for data
review, alternatives evaluation, presentations to Council, public engagement sessions, and all associated work. The Project will include the following tasks, but not be limited to:
- Working with County staff to define the full scope of services and analytical analysis for each Utility discipline.
- Review of current Lac La Biche County Utility rates including water, sewer, natural gas, and solid waste utility services.
- Review of current Lac La Biche County Utility operational budgets including water, sewer, natural gas, and solid waste utility services.
- Review Lac La Biche County’s ten-year capital plan regarding Utility Infrastructure Upgrades.
- Identify opportunities to improve the organizational structure, operating procedures and systems, utilization of technology, and allocated resources, to determine the most cost- effective and
strategic way to meet current and future needs.
- Incorporate benchmarking with similar departments in other local governments comparable to the County with emphasis placed on identifying those regarded as employing best practices.
- Create a model that will have different levels of cost recovery (existing, 50%, 75%, and 100%).
- Recommend measures designed to add value, improve the organization’s operations, and ensure consistency in the application of laws, codes, and other regulations.
- Compile all information into a detailed report which is prepared for Senior Management and County Council review.
