Metrolinx is accepting Submissions to Request for Proposals Step 1 on Construction Managers for Existing Stations Renovations and New Stations Constructions

ELECTRONIC BID SUBMISSION will be accepted until 3:00:00 p.m. on January 30, 2024, local time in Toronto, Ontario.

Your Submission for this opportunity shall be sent to Metrolinx in writing electronically via the Metrolinx MERX Portal. Proponents shall be solely responsible for the delivery of their Submission via the Metrolinx MERX Portal, by the Step 1 Closing time, in accordance with the Request for Proposal.

Purpose

• This Request for Proposals Step 1 is issued by Metrolinx to establish a list of Proponents to prepare and submit competitive Step 2 Submissions to renovate existing stations and construct new stations in the GO Expansion Program with a capital cost estimate from $80 million to $400 million, using the construction management at-risk project delivery model for each project (each a “Project”). Based on evaluation of the Step 1 Submissions in accordance with Schedule 1 – Step 1 Process, Metrolinx intends to shortlist up to eight Proponents to participate in the Step 2 Process (each a “Shortlisted Proponent”).
• Metrolinx is seeking firms that are qualified and experienced with construction management and construction; and experienced with various contract delivery models, including construction management at-risk.
• 
  Mandatory Requirements (Pass/Fail)
• The mandatory requirements for the Step 1 Submission (the “Mandatory Requirements for Step 1”) are as follows:
• the Proponent must submit its Step 1 Submission in writing electronically via the Metrolinx MERX Portal, by the Step 1 Submissions Closing Date; and
• as of the Step 1 Submissions Closing Date, the Proponent (or if a Joint Venture, the Participant-in-Charge) must have:
• COR™ certified status with IHSA;
• ISO 45001 certification; or
• out-of-province COR™ reciprocity or equivalency through IHSA. For more information, refer to the IHSA website at https://www.ihsa.ca.
• 
  Safety Performance Evaluation
• Metrolinx has implemented a new methodology to evaluate Lost Time Injury Frequency (LTIFR) Requirements (WISR Report or equivalent certified data). Please refer to RFP Schedule 1 - Section 3.2(c)(ii)(B) for more details.
  
• In the event that either a Proponent or a Joint Venture participant of a Proponent has a “Firm Total” LTI frequency rating, as calculated in accordance with RFP Schedule 1 - Section 3.2(c)(ii)(B)(II), which is greater than 2.5, any such Proponent, including if such Proponent is a Joint Venture, shall be deemed non-compliant and disqualified; provided however that in the event only one Joint Venture participant has a “Firm Total” LTI frequency rating, as calculated in accordance with RFP Schedule 1 -Section 3.2(c)(ii)(B)(II) above, which is greater than 2.5, Metrolinx shall retain the discretion to review relevant and appropriate factors (including, without limitation, the allocation of scope assigned to such Joint Venture participant) and allow the Submission of such Proponent participating as a Joint Venture to continue to be evaluated as part of the Step 1 Process.
