Pro-PASSaR II (Project - Promotion of Actions for a Resilient Health System) started in February 2024 and will come to an end on the 31st January 2027. The project is
funded by BMZ and co-funded by AFD (Agence Française de Développement). The Pro-PASSaR II project together with AFD aims to contribute, in collaboration with the
Ministry of Health and other Technical and Financial Partners -PTF, to the reduction of maternal mortality in Cameroon, The specific objective of Pro-PASSaR II is "Women
in the selected regions of the project in Cameroon are better able to realize their right to sexual and reproductive health." The interventions of the Pro-PASSaR II are
structured around 3 fields of action with the following OUTPUTS: 1. Strengthening women"s access to sexual and reproductive health services 2. Improving the quality of
sexual and reproductive health services in the regions selected for the project 3. Strengthening the governance and coordination capacities of national, regional and local
actors for the implementation of the first phase of universal health coverage in the area of sexual and reproductive health and rights. Furthermore, GIZ/ProPASSaR II
through its technical assistance to the Ministry of Health (MoH), plans to contribute to achieving these three estimated results of the project: R1: The health voucher is
consolidated through the quality accreditation of at least 500 health structures (FOSA) on the Family planning / sexual and reproductive health theme, the strengthening of
citizen control, the deployment of a computerized management system for health structures and health voucher invoices, the improvement of decentralized governance through
the Regional Fund for Health Promotion -RFHP through risk management, the development of monitoring and evaluation as well as financial reporting. R2: The membership and
use rates of the Health voucher in the 3 Northern regions are improved and the health voucher is extended to the Eastern and Southern regions. R3: The security of the
Health voucher and the establishment of a favorable environment for its future integration into the UHC mechanism are ensured. In the implementation of its mandate, GIZ
Technical assistance will use the services of a consulting firm, whose specific sectoral expertise, international recognition, and the role they have played in the history
of the Health Voucher in Cameroon would be essential for the proper execution of the technical assistance project. Moreover, their specific expertise on digitalization
will help promote the BMZ digitalization and digital transformation strategy. Furthermore, the digital tool will help promote financial transparency and management of the
health voucher by users and thus strengthen the health system. The consulting firm will thus contribute mainly to OUTPUT 3: "Strengthening the governance and coordination
capacities of national, regional and local actors for the implementation of the first phase of universal health coverage in the area of sexual and reproductive health and
rights". The consulting firm will support the further digitalization of the health voucher management system. To ensure the sustainability, consolidation and extension of
the digitalization of the health voucher, it is required from the consulting firm that they provide the followings: 1. Training/coaching on the management of openIMIS
(This includes trainings of MoH personnel and 03 coaching sessions) 2. Business Process Analysis and Configuration (this includes among others: Designing a data protection
assurance framework, support for training user account management, definition and creation of new configurations and updating configurations.) 3. Server Maintenance (this
includes among others: server infrastructure monitoring, ensure system backup and develop and implement a data backup system 4. Support IT (this includes among others:
entry of user feedback (bugs/new requests + resolution of bugs linked to developed codes) 5. Development (this includes among others: OpenIMIS interoperability work and
Health Information System tools Cameroon) The contract with the firm will run from November 2024 to October 2026 and the intervention regions like the ones of the UHC
phase 1 are: East, South, North, Far North and Adamaoua. The Team Leader of the consulting firm will be based out of Cameroon but, will work with both national and
international experts.
