1. The Kingdom of Cambodia through the Ministry of Economy and Finance (MEF) and the Ministry of Public Works and Transport (MPWT) and Ministry of Industry, Science, Technology and Innovation (MISTI) has received a Credit in the amount of USD 55 million equivalent from the International Development Association (IDA) toward the cost of the Water Supply and Sanitation Improvement Project (WaSSIP) with the extended closing date of 31 December, 2026, and it intends to apply part of the proceeds of this Credit to payments under the Contract for Supply and Delivery of O&M Equipment (Contract No. MPWT-G-2A/WaSSIP/NCB).

2. The Ministry of Public Works and Transport now invites sealed bids from eligible and qualified bidders for the Supply and Delivery of O&M Equipment (Contract No. MPWT-G-2A/WaSSIP/NCB).

The Bidder evaluation and qualification criteria are included in Section II of the bidding document. The evaluation and contract award will be on the whole package.

3. Procurement will be conducted through National Competitive Bidding Procedures specified in the Royal Government of Cambodia’s (RGC’s) Standard Operating Procedures on Procurement for All Externally Financed Projects/Program, under the laws and regulations governing public procurement within the Kingdom of Cambodia, and in accordance with the Financing Agreement and Procurement Regulations of the World Bank.

4. This invitation is open to all bidders.

5. Interested eligible bidders may obtain further information from the Ministry of Public Works and Transport via Mr. Saly Chetra, e-mail: chetra.saly@gmail.com, and inspect the Bidding Document at the address given below from 6 March to 8 April 2026 during office hours from 08:00 – 12:00 hours and 14:00 – 17:00 hours (Cambodian Standard Time), Monday through Friday, except public holidays.

6. Qualification requirements specified in ITB Sub-Clause 14.2 of the bidding documents include:

• The bidder has satisfactorily completed at least two contracts for supply and delivery of similar goods in the preceding three years (2023, 2024, and 2025) of not less than USD 200,000 each.
• The bidder has completed contracts in the total cumulative amount equal to at least USD 800,000 in the preceding two years (2024 and 2025).
• The bidder has availability of liquid assets through either: (a) access to a line of credit or cash in bank account of an amount at least USD 200,000 net of other contractual commitments; or (b) credit terms with vendors specifically for the goods to be supplied under the contract, and valid for at least 6 months after the deadline date for submission of bids specified in ITB Clause 21.

7. A complete set of Bidding Documents electronically obtained by interested eligible bidders for free of charge on the submission of a written application sent to the email address below (as specified in Paragraph 12. However, conditions for the submission of bids must be in hard copy, and with a soft copy stored in a USB flash drive as elaborated in the Instructions to Bidders section of the Bidding Documents. 9. Bids must be delivered to the address given below at or before at 2:30 pm on 8 April 2026. Late bids will be rejected. Bids will be opened in the presence of the Bidders" representatives and the project"s beneficiaries from the concerned local community who choose to attend in person at the address given below at 2:30 pm on 8 April 2026.

10. All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.

11. The Government and/or the Development Partner will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by them, if it at any time they determine that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing a contract.
