REQUEST FOR EXPRESSIONS OF INTEREST
AN INTERNATIONAL FIRM TO MODERNIZE TEXTBOOKS AND TEACHER MANUAL FOR SECONDARY EDUCATION ON MATHS AND SCIENCES
Selection Procedure will be based on Quality and Cost-Based Selection (QCBS)
The Cambodia General Education Improvement Project (GEIP) was approved by the World Bank’s Board of Directors on January 18, 2022. The Project is funded by an International Development Association (IDA) Credit of US$60.0 million equivalent and a GPE Grant of US$9.25 million. The project period is over five years, starting May 2022 and ending in November 2026. Additionally, the Additional Financing for GEIP (GEIP-AF) was approved in June 2024 and became effective on October 1, 2024. This added a sum of US$ 81.1 million to the Project, comprising US$ 60 million is from IDA Credit, US$ 19.5 million is from the GPE grant, and US$ 1.6 million is Counterpart Funding from the Royal Government of Cambodia. This brings the total project funding to US$ 150.35 million, with the project’s closure date extended to 30th November 2028.
The project aims to benefit the following direct beneficiaries. First, there will be approximately 480,000 students from pre-primary, primary, secondary, and special education schools (with female representation of 50.54 percent) in 3,213 targeted schools, who will benefit from newly constructed classrooms, improved teaching/learning methods, textbooks modernization, and enhanced school management through the implementation of the school-based management (SBM) approach. Second, approximately 21,600 (female: 10,800) teachers, school leaders, and educational officers will be enrolled in the bachelor"s and master"s degree programs and receive in-service teacher training. This capacity-building initiative will enhance their professional skills in contributing to improving educational outcomes. Third, around 4,700 local authorities or community representatives will serve on the school management committees. These individuals will receive training and coaching from the project to enhance their abilities and professionally perform their roles. Additionally, 800 sub-national and national officers and teacher trainers will benefit from qualification upgrading, training, and coaching throughout the project"s duration. This support aims to enhance their expertise so that they can effectively contribute to project implementation.
The project is comprised of three main components as following:
Component 1: Improving Student Learning Outcomes
Component 2: Improving Sector Development and Project Management
Component 3: Contingent Emergency Response
Despite progress in improving access, the quality of basic education in Cambodia remains relatively poor and has improved only marginally over the past decades. National Learning Assessments conducted by the Government between 2013 and 2022 consistently show low scores in literacy and numeracy tests. The only factor for this is the fact that general education curriculum and teaching and learning materials remain misaligned. Although the curriculum framework was completed in 2018 and subsequently revised in 2020, there has been no pilot or implementation of the revised curriculum to date. This has led to a misalignment between the revised curriculum and the current textbooks used in schools, resulting in a strong disconnect between what is being taught and what is being expected from students.
This initiative aims to improve the quality and alignment of educational materials with the revised national curriculum (2018, updated in 2021 for Math and Science), ensuring a more interactive and engaging learning experience for students. The project will cover the development of 132 book titles, including 66 textbooks and 66 teacher manual s across various subjects in lower and upper secondary schools.
Objective of the Assignment
The main objective is to engage an international publishing firm with experience in curriculum-aligned textbook development to modernize and produce interactive textbooks and teacher manual. The selected firm will work closely with MoEYS and relevant stakeholders to ensure the materials meet national education standards and international best practices.

Key Experts will not be evaluated at the shortlisting stage.
The attention of interested consultants is drawn to World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated July 1, 2016, revised September 2023 and the Kingdom of Cambodia"s Updated Procurement Manual for all Externally Financed Projects/Programs, promulgated pursuant to Sub-Decree 181 ANK.BK on Promulgating the Updated Standard Procedures for Implementing all Externally Financed Projects/Programs, dated December 02, 2019 and Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers November 2020 setting forth the World Bank’s policy on conflict of Interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank Procurement Regulations for IPF Borrowers, September 2023.
