Eligibility of Bidders:
|
1) Lot 1: Laboratory equipment for the platform for research
1-a) Financial Criteria
The bidder must provide documents proving:
▪ Average liquidity ratio ≥ 1.1 over the last 3 (three) years (2022, 2023 and 2024),
▪ Average indebtedness ratio ≤ 80% over the last 3 (three) years (2022, 2023 and 2024),
▪ Minimum average annual supplier turnover of US$ 1,000,000 (one million US dollars) over the last 3 (three) years (2022, 2023 and 2024).
1-b) Experience Criteria
The bidder must provide documents proving:
▪ A minimum of 2 (two) similar contracts for real-time simulation platforms and PHIL (Power Hardware-in-the-Loop) test system, each of minimum value US$ 400,000 (four hundred
thousand US dollars), starting from January 1st 2015 to date.
2) Lot 2: IES training equipment
2-a) Financial Criteria
The bidder must provide documents proving:
▪ Average liquidity ratio ≥ 1.1 over the last 3 (three) years (2022, 2023 and 2024),
▪ Average indebtedness ratio ≤ 80% over the last 3 (three) years (2022, 2023 and 2024),
▪ Minimum average annual supplier turnover of US$ 500,000 (five hundred thousand US dollars) over the last 3 (three) years (2022, 2023 and 2024).
2-b) Experience Criteria
The bidder must provide documents proving:
▪ A minimum of 2 (two) similar contracts for training and testing equipment and tools in the field of HV/MV/LV electrical systems, each of minimum value US$ 200,000 (two hundred
thousand US dollars), starting from January 1st 2015 to date.

1. Electricité du Cambodge (EDC) has received funds from the Agence Française de Développement (the French Development Agency) towards the cost of the “Grid
Modernization on Transmission and Distribution System Project”. It is intended that part of the proceeds of these funds will be applied to eligible payments under the
contracts for “Laboratory equipment for the platform for research” and for “IES (Institute of Electrical Science) training equipment”.
Bidders may bid for one or several contracts (lots), as further defined in the bidding documents.
2. Electricité du Cambodge (EDC) now invites sealed bids from eligible bidders for the procurement of the following goods (“the Goods”):
• Lot 1: Laboratory equipment for the platform for research, specifically a PHIL (Power Hardware-in-the-Loop) test system, including workstation (PC), a real-time
digital power system simulator, a power amplifier, and all necessary services such as delivery, installation, testing, commissioning, on-site training, and warranty.
Optional components include a back-to-back converter with DC loads and PV emulators, as well as extended maintenance services.
• Lot 2: IES (Institute of Electrical Science) training equipment, split in mandatory and optional components, comprising panels, testers, detectors, cameras, tools, and
various electrical devices; also includes related delivery, installation, commissioning, training and warranty services.
3. Interested eligible bidders may obtain further information from EDC and inspect the Bidding Documents at the address given below from 8:00 AM to 12:00 PM and 02:00 PM
to 05:00 PM (Cambodia Local Time) from Monday to Friday.

4. A complete set of Bidding Documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable
fee of US$ 300 (three hundred USD only) in cash.
5. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Agence Française de Développement’s Bidding
Documents for Procurement of Goods.
6. Bids must be delivered to the above office on or before 10:00 AM (Cambodia local time) on October 23rd, 2025 and must be accompanied by a Bid Security of € 5,000
(five thousand EURO only) for Lot 1 and Bid Security of € 5,000 (five thousand EURO only) for Lot 2.
7. Bids will be opened in public and in the presence of bidders’ representatives who choose to attend at 10:15 AM (Cambodia local time) on October 23rd, 2025 at the
offices of:
