CONSULTANT’S QUALIFICATIONS BASED SELECTION

(CQS)

Assignment Title: Consultancy Services for BSL-3 Laboratory Certification/Contract (Reference No. Covid-19 CQS-12)

The Royal Government of Cambodia has received a Credit ( credit no. 6596-KH) from the World Bank toward the cost of Cambodia Covid-19 Emergency Response Project (COVID-19 ERP, and it intends to apply part of the proceeds for the following consulting services.

The consulting service (“the Services”) for BSL-3 Laboratory Certification is Laboratory certification is the systematic review of all safety features and processes associated with the laboratory, implementation period shall be 20 days and expected to begin on 1st September 2025 and be completed by 20th September 2025.

The Ministry of Health/Cambodia Covid 19 Emergency Response Project (Covid-19 ERP) now invites eligible consulting firms (“Consultants”) at indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 7.11 and 7.16 of the World Bank’s Procurement Regulations for IPF Borrowers published July 2016, Revised November 2017 of applicable Regulations fifth edition as per financing agreement (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The best qualified firm to carry out the services will be selected in accordance with the Consultant’s Qualifications Based Selection (CQS) method set out in the Regulations and based on the following criteria:

Commercial criteria

• Related documents in core business of firm with at least 15 years in business,
• Accreditation and Legal Standing: Must be legally registered entity internationally and authorized to operate
• Must be accredited by a recognized authority such as National Association of Testing Authority (NATA)

Technical criteria

10 year experience in the certification or commissioning of Physical Containment Level 3 (PC3)/BSL-3 laboratories in compliance with:

• AS/NZS 2243.3:202
• OGTR PC3 Guidelines

Project Experience:

- Successfully completed at least 3 PC3/BSL-3 certification projects in the last 5 years

- 100 year experience in working with government, research, or clinical biosafety facilities.
