The "Strengthening Preservice Education System for Health Professionals” (SPESHP) Project is funded by the World Bank and managed by the Ministry of Health during the period 2020 to 2026.
The project aims to improve the quality of education for health professionals entering the workforce in response to health system needs. It targets two priority areas, which accordingly form
the first two project components. The first component aims to improve the governance of health professionals’ education in Cambodia by establishing education regulations and standards as well
as measuring educational outcomes. The second component aims to strengthen competency-based teaching and learning capacity in selected health training institutions (HTIs) including University
of Health Sciences (UHS) and four regional training centers (RTCs). The third component will support the project management, monitoring and evaluation.
The Ministry of Health is recruiting the following Individual Consultant to carry out and implementing the Strengthening Preservice Education for Health Professionals (SPESHP) Project:
National Project Coordinator 1 Position
SPESHP-CS-INDV-03B: National Project Coordinator – 1 Position Key responsibilities: Scope of works and specific tasks are as follows:
Support PMT for the implementation of the approved AWPB:
Provide the PMT day to day assistance in the monitoring and coordination of the implementation of approved AWPB by components and Implementing Teams.
Detect, report the PMT and the WB health team major issues during the implementation and propose solution/mitigation measures.
Provide the Implementing Teams with support to implement activities as per request from the PMT and guidance from the WB task team.
Presenting and disseminating M&E findings to relevant stakeholders/development partners.
Contribute inputs to the research and analytical work of the Project Management Team and research consultant as required.
Lead the development and management of an appropriate data storage system (a database) for the M&E Framework, including appropriate forms, queries, and reports.
Provide technical advice and support M&E aspect for the SPESHP Project as required.
Prepare Quarterly, Semester & Annually Report of SPESHP Project for Auditor, MEF or DP...
Technical assistance in the development of the AWPB:
Work closely with the Implementing Teams in the HRDD and relevant MOH’s Departments to develop the AWPB for component 1 and component 3.
Work closely with the Implementing Teams in UHS and RTCs to develop the AWPB for component 2.
Assist the PMT to consolidate the AWPB for the whole project in line with the Project Operations Manual.
Facilitate dialogues/meetings/discussions between the WB, PMT and Implementing Teams during the development and review of AWPB.
Other tasks:
Studding and thoroughly understanding SPESHP Project Appraisal Document, Project Operational Manual, Finance Agreement, other relevant project documents and relate World Bank and RGC
procedures and manuals.
Coordinate in the revision to the Project Operational Manuals and other administrative and technical manuals as required for the Project.
Prepare and consolidate monthly implementation report from other teams, which summarize implementation progress towards achievement of project targets, major issues in the implementation
and propose actions to solve the identified issues.
Prepare technical assistance plan, terms of reference for individual consultant, firms, and assist the project director in recruiting consultants and arranging of signing of contracts.
Participate in meetings, discussions, workshops as assigned by the Technical Operations Team Leader and the WB’s task team.
Translate relevant documents (Khmer and English) as needed and taking notes for all pre-service education meetings attended.
Perform other tasks as assigned by Project Manager/Director.
Key qualifications:
Master’s degree or higher degree in health sciences or education.
At least 3-year experience in health or education project management including planning, coordination, monitoring, and supervision. Experience in coordination/management of a
health/education project is an asset.
Familiarity with the governance of health professional education system, Donor financed and MOH managed projects.
Demonstrated ability to establish and maintain strong working relationship between key stakeholders (MOH/HRDD, UHS, RTCs, etc.);
Ability to perform effectively under pressure and with time constraints.
Excellent communication and interpersonal skills, with excellent written and spoken Khmer and English language skills required.
Knowledge and skill on Microsoft Word, Excel, PowerPoint, and social media platform are required.

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, Fourth Edition November
2020.
