Eligibility of Bidders:

At least 10 years of experience in the area of Social Security, Social Protection, and public health at the regional and international level.
Good knowledge of the Cambodian context and policies, including Social Security and Social Protection, Social Protection Laws and strategies in Cambodia.
Good knowledge on the progress of the Social Security implementation progress and its various schemes in Cambodia.
Good knowledge of Climate Change, shock responsive mechanisms as well as gender and inclusion in social protection is highly desirable.
At least 5 years of Experience in monitoring, evaluation and assessment of social security schemes.
At least 10 years of experience in participatory methodologies for strategic planning.
Experience of engaging with senior government officials, donor representatives, and civil society on policy and strategic development plans.
Excellent communication and advocacy skills to engage in effective consultation at all levels and target audiences.
Khmer speaking (or must include translator in the proposal)
Excellent English writing skills.
Demonstrated leading/coordinating consultant team members.

The consultant team should present a leader who is responsible for leading the consultant members, coordinating the tasks required in this ToR, communicate with NSSF and GRET, and delivering theb final report.

To Whom it may concern,
1. The GRET (hereinafter called “Client”) has received financing (hereinafter called “the funds”) from the Agence Française de Développement (AFD) toward the cost of service for supporting component 2: a climate change adaptive strategy and an operational plan.
The Client intends to apply a portion of the funds to eligible payments under the contract for which this Request for Proposals is issued.
2. The GRET is looking for proposals from consultants to provide the following consulting Services: supporting component 2: a climate change adaptive strategy and an operational plan. More details on the Services are provided in 2. Terms of References 2.1.1 hereby attached.
3. A Consultant shall be selected under the selection method based on a quality/cost ratio based on the Consultant’s team qualifications, methodology and budget. The candidate’s experience and qualifications are outlined in the ToR Art. 4. Service Provider/Consultant Profile and shall be a critical criterion in the selection.
4. The maximum budget for this Service Contract is 59.999 Euros, inclusive of all taxes. The service will be provided for in Cambodia, therefore Gret will apply, a WTH tax of 15% according to the Cambodia tax requirements (when applicable).
5. This Request for Proposals includes the following documents:
a) This Letter of Invitation;
b) The Bidding Plan that includes
o The Bid administration
o The Proposal Submission Form;
o The Technical Proposal template;
o The Financial Proposal template;
c) Terms of References 2.1.1;
d) The standard Form of Contract.
6. If you are interested by this call for proposal:

(b) You are requested to submit your offer by email before the deadline mentioned here below.
Your proposal shall comprise your Proposal Submission Form, a Technical Proposal (including curriculum vitae (CV)), a Financial Proposal inclusive of taxes and the signed Statement of Integrity (Annex A), and must be received at the following address tender.cambodia@gret.org by 05/01/2025 at 06:00 PM (Phnom Penh time) Please indicate in the subject of the e-mail: “Application – Tender SASI component 2 support /B960”.
