Procurement Title: Consulting Services for Community Based Road Safety Program for Part of National Road 7, Part of National Road 73, and Provincial Road 377/377A

Date: 5th May 2023

• The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance (MEF) has received financing from the World Bank toward the cost of the Road Connectivity Improvement Project and intends to apply part of the proceeds for Consulting Services.
• The consulting services (“the Services”) is to ensure the road improvement in the Project area along National Road 7, Part of National Road 73, and Provincial Road 377/377A provide a long-term safe environment for road users and local inhabitants and to contribute strongly to the overall reduction of road accidents along NR7, NR 73 and PR 377/377A through i) The preparation of the Community-Based Road Safety Program (CRBSP) and its implementation with the input of 12 months intermittently during the period of the road improvement works of 24 months in the project areas; and ii) The provision of a technical audit of road furniture designs prepared by the Detail Design Consultants (DDC). • The Ministry of Public Works and Transport now invites eligible Non-Government Organizations (“NGOs”) to indicate their interest in providing the Services. Interested NGOs or Consultant Services should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• An NGO or Consultant Services with extensive experience in Road Safety.
• The national road safety expert should have a relevant higher academic degree in road safety and have at least 5-8 years’ experience of road safety in Cambodia (8 years for Team Leader and 5 years for Assistant Team Leader).
• An NGO or Consultant Services will be fully conversant with the links between road user and non-road user’s experience of roads, traffic and safety rapidly changing circumstances as the network is developed and traffic increases, and therefore be able to carefully design and implement effective road safety measures.
• An NGO or Consultant Services will be able to communicate clearly and effectively, and absorb and share knowledge with the stakeholders. Staffing inputs and Tasks for the Consultant.
• The attention of interested an NGO or Consultant Services is drawn to Section Ill, paragraphs, 3.14, 3.16, and 3.17 of the World Bank"s "Procurement Regulations for IPF Borrowers" July 2016 setting forth the World Bank"s policy on conflict of interest.
• An NGO or Consultant Services may associate with other Consultants in the form of a joint venture or a sub-consultancy to enhance their qualifications.
• An NGO or Consultant Services will be selected in accordance with the Consultant’s Qualification-based Selection (CQS) method set out in the Consultant Guidelines.
