The Republic of Burundi has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Burundi Project- ASCENT Burundi (P181494) and intends to apply part of the proceeds toward payments under the contract Design of site facilities, Supply of MV and LV lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection.
Weza Power, a Private Entity (Agency) that is implementing the Component 3 of the Project now invites sealed Bids from eligible Bidders for Design of site facilities, Supply of MV and LV
lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection to be implemented in the four areas of the country within a period of twelve (12)
months, divided in four (4) Lots as follows:
(a) Lot 1: Design of site facilities, Supply of MV and LV lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection from Gahongore Substation
to Bubanza Substation.
(b) Lot 2: Design of site facilities, Supply of MV and LV lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection from Musasa Substation to
Muyinga Substation.
(c) Lot 3: Design of site facilities, Supply of MV and LV lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection from Kanyosha (Bujumbura)
Substation to Ijenda Substation
(d) Lot 4: Design of site facilities, Supply of MV and LV lines hardware and Installation services of MV and LV Lines, distribution transformers and service connection from Muramvya Substation
to Zege Substation
Bidders may bid for one or several contracts, as further defined in the bidding document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.
Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s "“Procurement Regulations for IPF Borrowers”, September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
Interested eligible Bidders may obtain further information from Weza Power, Procurement department (procurement@wezapower.com) and inspect the Bidding document during office hours from 09:00AM to 5:00 PM Bujumbura local time, from Monday to Friday, at the address given below.
The document in English may be obtained free of cost by interested eligible Bidders upon the submission of a written application to the address below. The document will be sent by email in a no-editable format
Bids must be delivered to the address below at or before 10:00 AM, Bujumbura Local time on January 17, 2025. Electronic bidding will not be permitted. Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening
All Bids must be accompanied by a Bid Security of:
(a) Lot 1: One Hundred Fourteen Thousand and Five Hundred American Dollars (US$ 114,500.00) or the equivalent in any other freely convertible currency
(b) Lot 2: One Hundred Forty-Six Thousand and Six Hundred American Dollars (US$ 146,600.00) or the equivalent in any other freely convertible currency
(c) Lot 3: One Hundred Seven Thousand and Two Hundred American Dollars (US$ 107,200.00) or the equivalent in any other freely convertible currency
(d) Lot 4 One Hundred Forty-Four Thousand and Nine Hundred American Dollars (US$ 144,900.00) or the equivalent in any other freely convertible currency
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
