1. The Bosnia and Herzegovina has received financing from the World Bank toward the cost of the Air Quality Improvement Project, and intends to apply part of the proceeds toward payments under the contract for procurement of Diesel and Electric Buses.
2. The Federal Ministry of Environment and Tourism now invites sealed Bids from eligible Bidders for procurement of Diesel and Electric Buses:
LOT 1: Procurement of 5 (five) new Diesel Buses
New Diesel Buses, in one or several tranches, location of delivery is Sarajevo, Bosnia and Herzegovina, period of delivery is 12 (twelve) months.
LOT 2: Procurement of 5 (five) new Electric Buses
New Electric Buses and charging stations for the public transport, 5 (five) new low-floor electric buses and 6 (six) single or 4 (four) double charging stations, in one tranche, location of delivery is Sarajevo, Bosnia and Herzegovina, period of delivery is 12 (twelve) months.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30 % and for Bid cost: 70 %.
5. Interested eligible Bidders may obtain further information from Federal Ministry of Environment and Tourism, Project Management Unit, Lejla Hodžić, Lejla.Hodzic@fmoit.gov.ba and inspect the bidding document during office hours from 0900 to 1500 hours at the address given below.
6. The bidding document in English language will be provided in electronic copy to all interested eligible Bidders upon the submission of a written application to the address below. Interested Bidders are requested to provide the following details under application: full name of the company, address, contact details (phone number, and email address). The document will be sent via an email.
7. Bids must be delivered to the address below on or before 9th April 2026, 10:00 hrs local time. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 9th April 2026, 10:30 hrs local time.All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security for contracts as follows:
LOT 1: Procurement of 5 (five) new Diesel Buses in the amount of 27.000,00 EUR
LOT 2: Procurement of 5 (five) new Electric Buses in the amount of 55.000,00 EUR
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
