1. The Bosnia and Herzegovina and Republic of Srpska through sub-agreement with the Borrower and Recipient, Željeznice Republike Srpske, has received financing from the World Bank toward the cost of the Republika Srpska Railways Restructuring Project, and intends to apply part of the proceeds toward payments under the contract for Procurement of Railway Infrastructure Asset Management System (RI-AMS).

2. The PIMT of Željeznice Republike Srpske now invites sealed Proposals from eligible Proposers for Procurement of Railway Infrastructure Asset Management System (RI-AMS). Contract implementation period is approximately eight months (the assignment must be completed by December 27, 2024), at the Purchaser’s premise in Doboj.

3. The procurement process will be conducted through national competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” [November 2017, July 2018 and November 2020] (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

4. Interested eligible Proposers may obtain further information from PIMT of Željeznice Republike Srpske, Head of PIMT, Gordana Ilinčić, piu@zrs-rs.com and inspect the request for proposals document during office hours, 09.00 – 14.00, at the address given below.

5. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 200.00 BAM (domestic bidders) or 100.00 EUR (international bidders). The method of payment will be:

The document will be sent by regular surface postal mail service and as a non-editable pdf attachment via e-mail. In case of any discrepancies between the pdf version and the original (printed version), the latter will prevail.

6. Proposals must be delivered to the address below Željeznice Republike Srpske, attention to Gordana Ilinčić, Head of PIMT, no. 71 Svetog Save Street, 74000 Doboj, Bosnia and Herzegovina on or before May 10, 2024 at 12h local time (CET). Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address Željeznice Republike Srpske, no. 71 Svetog Save Street (Room No. 39), 74000 Doboj, Bosnia and Herzegovina on May 10, 2024 at 12:15h. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7. All Proposals must be accompanied by a Proposal-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
