1. The Republic of Serbia (RoS) has received financing from the World Bank toward the cost of the Western Balkans Trade and Transport Facilitation Project (WBTTF), and intends to apply part of the proceeds toward payments under the Contract for Procurement of Design, Supply and Installation of Electronic Data Interchange System covering 10 Rail Border Crossing Points and Internal Railway Network in Republic of Serbia.
2. The Ministry of Construction, Transport and Infrastructure (MCTI) now invites sealed Proposals from eligible Proposers for the design, supply, installation and commissioning of computer system with the purpose of modernization and optimization of freight railway transport system in Republic of Serbia. Interested Proposers should be aware that the subject of this tender process is a custom-made solution of EDI in compliance with all requirements set in the Bidding Documents. A Conceptual Design of EDI system is provided in the Bidding Documents, which is fully compliant with the Commission Regulations (EU) on Technical Specification for Interoperability (TSI) requirements for Telematics Applications for Freight (TAF). TAF-TSI is applicable to the whole Trans-European Rail System. The designed EDI system is envisioned as a pivotal tool for streamlining data exchange among stakeholders. This system will serve as the bridge connecting various entities within the rail freight industry, including rail operators, infrastructure manager(s), terminal operators, and other service providers but also Customs Administration, Border police and other border and/or other government authorities. Apart from TAF-TSI functionalities, and non-functional requirements that are explained further in the Bidding Document, the system is designed to implement features that are specific to railway operations in Serbia thus maximizing benefits for the Beneficiary – Serbian Railways Infrastructure (Infrastruktura železnica Srbije – IZS) and other entities from rail freight industry while ensuring accessible data handling, processing and distribution in order to support safe, reliable and cost-effective control of freight movements by rail. In this respect, one of the key features of the EDI system will be the implementation of functionalities currently provided so far by the ZIIS (Železnicki integrisani informacioni sistem - Integrated railway informations system) and described in more detail in the Bidding Document. This will be done on a same platform, alongside the EDI system. This will ensure benefits not only to operations at RBCP’s but also to all dispatchers and train controllers within the IZS network, as well as other authorized personnel at service location. It is important to note that the functionalities provided by the ZIIS system do not include those that are standard for EDI system, but those which are complementary to them and specific for IZS, to ensure input data relevant to delivering some of the functionalities of the EDI system.
The project should be completed within implementation period no longer than ninety-nine (99) weeks from the commencement date.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” (July 2016, revised November 2017) (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%.
5. Interested eligible Proposers may obtain further information from the Central Fiduciary Unit of the Ministry of Finance and inspect the bidding documents from 09:00 to 15:00 hours at the address given below.
6. The request for proposals document in English only may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 50.00 or equivalent in Serbian Dinars (RSD) based on the selling exchange rate published by the National Bank of Serbia on the date of payment.

7. Proposals must be delivered to the address below on or before November 5, 2025, 12:00 CET, noon-time. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on November 5, 2025, 12:15 p.m. CET. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
8. All Proposals must be accompanied by a Proposal-Securing Declaration in the form and in compliance with the conditions indicated in the Bidding Documents.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
