Framework Contract for Analytical Services on Environmental and Climate Aspects of Agriculture as Well as Animal Welfare, Animal and Plant Health and Forestry

We intend to launch a five-years single framework contract.

The objective of this framework contract (FWC) is to procure, by means of specific contracts, timely and high-quality services to support policy and market analysis, evaluation and impact assessment of agricultural and rural policy. This FWC ‘Environmental and climate aspects of agriculture as well as animal welfare, animal and plant health and forestry’ aims to support DG Agriculture and Rural Development by providing analytical support with a focus on environmental and climate aspects (of agriculture, including animal welfare, animal and plant health and forestry).

The analysis to be carried out under this FWC will be focused mainly on primary production and sustainable food systems (aspects linked to climate change, renewable energy and the bio-economy, protection of natural resources, biodiversity, forestry, animal welfare and antimicrobial resistance, dietary change and food waste) and the related policies and public support and instruments; it may cover other parts of the supply chain (upstream and downstream, distribution, retail...) as well as transport and storage.

The intellectual services that will be requested under an individual assignment (specific contract) will be by means of work packages. Each work package groups related analytical activities. Work packages are combined and form the building blocks of a specific contract. Some work packages will encompass analytical activities common to the usual envisaged typologies of assignments (evaluation support study, scenario analysis or thematic studies). Others will be used to complement standard analytical activities e.g., desk research, data triangulation with extra activities to cover methodological and other analytical challenges specific to the assignment e.g., primary data collection, case studies, specific methods for analysis. Related to the latter, special emphasis will be given on quantitative approaches e.g., simulation modelling, counterfactual impact evaluation, quantification and monetization techniques.

As the total price of a specific contract will be the sum of the prices related to the activated work packages, tenderers will be required to price each described work package in their tender. Further details will be provided together with the publication of the relevant contract notice.
