Request for Information: Provision of Purchase Cards to European Institution Contracting Authorities

The European Commission DG Communication (COMM), in partnership with the Joint Research Centre and the European External Action Service intends to run a competitive process for the provision of purchasing cards to European institutions in 2023. This may result in the establishment of a framework or contract available for use by institutional contracting authorities throughout Europe and worldwide.

The purpose of this RFI is to help the European Commission develop a stronger understanding of the market. DG Communication seeks to gain an insight from service providers that are in a position to provide purchasing cards to the European institutions.

Please note that this is not a competition and we are not seeking tenders at this stage. It is purely an information gathering exercise seeking the views of market operators on possible approaches for service delivery.

The involved contracting authorities are mostly based in Belgium, but the delivery of services may be worldwide.

The key objectives of this market sounding exercise are as follows:

— to establish the nature, structure and capacity of the market to deliver the provision of purchasing cards to European institutions;

— to establish the feasibility of using a framework or any other contract format for the provision of services and support to the contracting authorities;

— to identify any obstacles or risk factors associated with the delivery of purchasing card services;

— to establish the viewpoint of market operators on potential services to be covered under a framework/contract;

— to provide the market operators the opportunity to contribute to the overall strategy and approach to any potential framework or contract type for the provision of purchasing cards for european institution contracting authorities.
